    It looks as if some punctuation is missing in the transcript - I'd say it should read:
    ... one man waving an orange "Down with the the USA" flag ...

    In other words, it's an orange flag with the words "Down with the USA" written on it.

    It gives a very strange impression without that punctuation. To wave a vehicle (a taxi, for example) down is to wave to it to get it to come towards you and stop. I had the image of trying to get a big piece of fruit to stop, using the USA flag to attract its attention - like a steward on a car racing track!
