manger les mots en français

    Can anyone help me to translate the phrase 'manger les mots en français'? See context below:

    Le prof de japonais n'est pas terrible, il mange les mots en français et passe son temps à se gratter la tête d'un air perplexe......

    'He eats words in French' doesn't make a lot of sense in English!

    Any thoughts would be greatfully received.

    Dans ce contexte, je dirai... it does not pronounce the word in entirety, or a part of the syllables is not understandable.
    Or probably, he have a terrible accent.

    I think the nearest translation would be 'he mumbles ...'
