Can you help me please?

Which tense to use in the following sentence?

'Mark didn't wave OR wasn't waving at Julie because he didn't see her'.

There is no context. The task is to use the past simple or past continuous.

    Without context, either tense is possible. The continuous might occur in a response to a statement like Why wasn't Mark waving at Julie when we saw him at the café?
