    Context, please. This appears to be a definition from an unknown source. And the entire sentence fragment is underlined and two-toned. :)

    I am sorry I do not have more context, it is one slide from a presentation about different types of change (each slide provides a defition of a certain change wedding, evolution, velvet revolution, plus some extra information from unknown source)
    I just want to know whether the underlined phrase makes sense in general. I think it is to describe in more detail the wedding definition.

    It makes sense if it is one of several definitions of marriage - as it appears to be.
    It looks to me like a discussion point or a speaking note, not intended to be, on its own, a definition of marriage.

    It makes sense, I suppose, as a sentimental addition to the legal definition of the first bullet point. Grammatically, it's fine.
