I can imagine it is not what one could thing, but rather a kind of legging, typical from the 1950's.
I would suggest :"Vous tremblez dans vos escarpins"
Mrs. Gates wants to humiliate Barbara. Maybe we could use something stronger that will touch more this 16 year old girl : "jupette"
