If you have been given a piece of information, i.e. "The date has been set for..."
then you don't need "about":-

She (or the person's name) told me that the starting date has been set/fixed for 3rd November.

If she discussed it with you:

She (or the person's name) talked to me/has spoken to me about the starting date which has been set/fixed for 3rd November.
