'might as well', 'might just as well'

I'm so confused by the difference between 'might as well' and 'might just as well'
To be honest, I think I don't understand both phrase exactly.

teacher : God decided that certain people should be saved from perdition.
student : In that case, God could just as well have decided that everybody should be saved.

Let me ask a question concretely.
1) the meaning of 'might as well'
2) the meaning of 'might just as well'
3) is the 'might' interchangeable with 'could'?
so " 'might as well' = could as well', 'might just as well = could just as well' " are right?
