If a mobile phone is left at a supermarket counter and it was not restored to the owner, do you say it is lost? or, missed?

Lost or misplaced would be correct. To "miss" your phone refers to a feeling about it, not having left it behind.

    Hope this helps.

From the point of view of the owner it is lost. From the point of view of the supermarket it is found. In the U.S. the phone would be placed in the "Lost and Found" box or area, held by the store until the owner comes looking for it.
