What is a good translation for the word modalité?

I've seen it in a number of contexts, and "modality" just doesn't sound right to me. Here are a couple examples:

Headline in today's Le Monde: "Liban : la trêve globalement respectée, les modalités d'application de la résolution onusienne à définir".

Description of the TCF (Test de Connaissance du Français): "Ce test, standardisé, calibré et FIABLE, permet d'évaluer et de faire valider
partout dans le monde, les connaissances et les compétences en français,
selon des modalités simples et rapides."

    Hi Gideon, and welcome. :) I think that terms or conditions might work in your first example. In the second, I think it means an evaluation form: an evaluation form that is simple and easy to use.
