    It's not grammatically incomplete, but it is awkward. The part of the sentence after "however" renames or further identifies "alternative sources of caviar." It's awkward because the word "that" refers to "caviar," not "alternative sources of caviar."

    It's also awkward because of the word "however" itself which, in my mind, is unnecessary. It would be much tidier to say:

    "There are alternative sources of caviar, most notably that produced by American fish farms.
