what does "moving from welfare to work" mean here?

The new plan no longer block granted Medicaid and food stamps and instead put more money into them, along with childcare, housing, and transportation for people moving from welfare to work.

    It refers to people who were previously living on state benefits (welfare payments) but are now employed and so are able to move “from welfare to work” – that is, to come off benefits and pay their own way.
