form ii present passive and form ii present active forms same &
form iii present passive and form iii present active forms same?

  • No, they're not the same. The difference is that the ع of the verb (AKA the "second radical") has a kasra in the active forms and a fatHa in the passive forms.

    Form II:
    - active: يُفَعِّلُ
    - passive: يُفَعَّلُ

    Form III:
    - active: يُفَاعِلُ
    - passive: يُفَاعَلُ

    but form ii 's are same (the harraka's you provided for form ii's are same), corrected for form iii. Thanks.
     
    No, if you look closely the Form IIs are yufa33ilu and yufa33alu.
    I made the page four times bigger than normal and observed that for one the shadda was over fatha but in the other one, the fatha was over shadda (i.e. these are same or written wrongly (might be by mistake) or I do not know the difference (if any)) (there is not kasra in form ii forms (active -passive)

    note please now we mention only about form ii and not form iii.
     
    I would revise the harakat rules. A line over shadda is a fat7a. A line under shadda is a kasra.
