Mullen gets to stay cosmopolitan

Dear all,
Could you please help me out with a difficulty in the novel by Dennis Lehane 'Gone, Baby, Gone'?

Mullen and the Pharaoh despise each other. Something to do with a woman, I heard; goes back a decade. That’s why Gutierrez was banished to the 495 Beltway dumps, and Mullen gets to stay cosmopolitan.

Both Mullen and Gutierrez are drug dealers. Probably Gutierrez was squeezed to some less profitable area while Mullen stayed in Boston (Texas). I guess the word 'cosmopolitan' means here 'in town' (if 495 Beltway dumps are beyond the town's boundary). But this is a pure guess. Could you explain please?
