Hello, could someone help me with the following sentence?

...the enquiry to be conducted at the below named pesons family home at London.

Does it mean that the enquiry is going to be conducted to the named persons at the family home at London?

Thank you very much for your help!

I think there is a hyphen missing and a few other small errors. This should read:
... the enquiry to be conducted at the below-named person's family home in London.

It reads like an extract from a legal document.
I assume that the enguiry itself has already been described. This extract from the end of the sentence simply tells us where the enquiry will be held.
So the full sentence might be something like this:

The theft of the chocolate and amaretto ice-cream shall be subject to a full-scale public enquiry, ... the enquiry to be conducted at the below-named person's family home in London.

    Simplifying:
... the enquiry must take place in the family home, in London, of the person whose name appears below.
