near isolation

Hello everyone,

From the book Thank You for Being Late by Thomas Friedman.

He explained to the Japanese the virtues of trading with other countries, and eventually they signed the Treaty of Kanagawa on March 31, 1854, opening the Japa-nese market to foreign trade and ending two hundred years of near isolation.

Does "near isolation" mean complete/absolute isolation?

Thank you.
