A few sentences from Miss Hinch:

The woman opened the paper (newspaper) with decent cotton-gloved fingers. The garish headlines told the story at a glance: "Earth Opened and Swallowed Miss Hinch--Headquarters Virtually Abandons Case --Even Jessie Dark, " so the bold capitals ran on -- "Seems Stumped". Below the spread was ...

Seems Stumped has no subject. Doesn't it read like this "It Seems Stumped"? Is it normal in a newspaper?
