I want to ask if the following two sentences has the same meaning in English, they are translated from the same source text. My friend argues that this pink part of A only makes the tone stronger and does not add more information than B. Is this the case?

A. This is beyond his ability - no matter what he does, he cannot achieve success.
B. This is beyond his ability - he absolutely cannot achieve success.
