No Time

Hello, guys.

I watched a Catalan TV series and I downloaded the english subtitle. There is a sentence that still makes me confused.
"It might seem like there's no time that nothing ever happened."
I thought that no time was same as "at no time", right? It means "never", isn't?
So I interpreted it to be "There is always something going on." but I found the next sentence was
"But it was the other way round, really, there was a lot going on."

Well, I guess no time has other meanings, can you help, guys?
