    The pun is about "noblesse oblige" which means "nobility obliges" ( the supposed imperative to virtuous behavior deriving from being born in a better family ) and "obliging the nobility" - doing favors to the aristocrats.

    It is a play on words as you can see. Noblesse oblige is from French meaning the nobility's responsibility to act properly, to look after the teeming masses, etc. To oblige the nobility infers that he is allowing the nobility to do whatever it wants, to take whatever it feels like.
