norm-core

Hello,

About a land aimed to become a campus, a man says : "This land is goodskies" And a student (hippy-style) laughs and says :"This guy's so far out! So norm-core!"
I'm wondering : if norm-core means "ultra conformiste", why does he say that? Is "goodskies" an oldfashioned way of speaking?

Thank you for your help.
