Det er to setninger:

De skal komme hit over påsken
De skal gå på kurs rett over jul

Betyr det at begge handlingene vil skje "i løpet av" påske og jul eller "etter/etterpå" påske og jul?

    No, there is no ambiguity here. "Over" means "on the other side of" in this context.

    If you describe a state instead of an action, this is a bit different. For example, "De skal bli her (til) over påsken", means "They will stay here until after Easter" ("til" can be dropped).
