If it's a year, we normally say "nineteen oh eight."

If it's a number, the usual way to read it is "one thousand, nine hundred, and eight." or possibly "nineteen hundred and eight."

Sometimes people will say:

Nineteen 'o eight. (To tell the time for example: 'the battle occured in...' or 'I will meet this person at...')
