Number - reading numbers

    I would like to know whether there are two possible ways of saying numbers, for example, 1908.

    Nineteen hundred and eight.
    One thousand, nine hundred and eight.

    Sometimes people will say:

    Nineteen 'o eight. (To tell the time for example: 'the battle occured in...' or 'I will meet this person at...')
