obligated to buy damaged items

Background: Two over-excited kids were running through the tightly spaced aisles in a store. One of them tripped over a crate ,knocking over a shelf full of pottery and art pieces in the process. Broken glasses and shards of wood lay scattered all over the floor. Before the shop assistant could react, their panicky mom immediately took their hands and attempted to shoot out of the store. But the assistant blocked their escape route and demanded the boorish parent to pay for the "carnage" her kids had caused. She was obligated to buy the damaged items because the store had such policy. No one could get away with it.

Hi, I think there's a slogan/expression about customers being held liable to buy damaged items if they break them due to their negligence. I can't call it to mind at the moment.
