Is the bolded of in the above optional? If not, what does it refer to? Thanks.

    But I cannot grasp the meaning of the "of" in question.
    Can it be replaced by "on" and "concerning?"

    It could be replaced by 'concerning', although that is less idiomatic and slightly alters the meaning. I don't really know how to explain it to you, other than by rearranging the sentence:

    My family gathering together around the dinner table is one of my happiest recollections of the Chinese New Year.
