Da quello che vedo "off-shutter" è un termine che indica un tipo di soluzione architettonica, non un tipo di applicazione o di colata del calcestruzzo. Ma nel documentario che sto traducendo sembra essere contrapposto al calcestruzzo in pannelli prefabbricati (pre-cast concrete).

Hi dsaved,
off-shutter concrete = off-formwork concrete ( formwork is the general assembly of forms including supports (forms are framed up sheeting which contains the the concrete)).
So it's a technology without formwork (or shutters).

Off-shutter concrete is used for the construction of the built structures, Its versatility allows the easy construction of sculptured forms (see photo).
