My friend used this phrase in an email to me and I could not figure it out. Is it an idiom?
    Thank you in advance!

    Paris, France
    France, french
No, it is not really an idiom. It means people (neighbors) you encounter on your landing and just say "bonjour" and not much more. Very current practice in France. But the interrogative sing puzzles me.

Thank you for the explanation. I added the question mark myself to indicate that I didn't understand the phrase. Sorry if that made it seem odd. :)
