On the last tackle, you could kick the ball over the roof, but only if Pennywasn’t reading on a lawn chair, or marking that flow of assignments

They are playing Am. football near the house, backyard to frontyard. But WHAT is On the last tackle ?? which one is last? or where it is done to be counted the last?

    It's not very much context. But I think the intended meaning is:
    (Upon)/On (the completion of) the last tackle, you could kick the ball over the roof...

    =

    After the last tackle, you could kick the ball over the roof...

    Last = the last tackle of the whole game
