I understand "on the lookout" here as "on the guard" because watching for can be done by anyone yet "on the guard" has more responsibilities to ensure the safety.

I am not sure.

    It says it's not clear who should be looking for those problems, who should be checking/speculating/investigating potential problems with new developments in AI, who should be thinking very critically about such issues and, implicitly, doing something about them.

    For example, is it the responsibility of individual AI developers? Or other employees who specialize in analysing such things? Or is it tech journalists and those involved in human rights activities and libertarian polemics (specifically not developers of AI)?

    The London police have been testing facial recognition systems recently for use in public places (streets, stations, etc) and have decided to go ahead and use it routinely even though they had a "false-positive" rate of over 80% (people stopped but were not the "suspects" they system "thought" they were. Whose responsibility is it to react to that, to identify issues and think through the implications?

    Incidentally, the other expression is "on guard" NOT "on the guard".

    Yes, in this instance it means 'looking for' the problems, but it is understood that it is with a view to preventing them happening.

    If investigation and subsequent solution are required, then the people responsible for the lookout have a more serious task than a watch dog.
