Misteryous murders happen in England. A man, with his family, comes to the US for some time (Cape Cod). He is considered the next victim, so a Scotland Yard inspector, Phoebe, follows him. But first she meets Mulder, who is her old friend, and describes to him the situation. He:
-- So what brings you on this detour to Washington, D.C., Inspector?
-- I figured my friend Mulder couldn't resist a three-pipe problem.
The X-Files, TV series

Does the phrase mean that she is supposed to be at Cape Cod, but instead of that she made a detour to come to D.C. and meet Mulder? Thank you.
