On to the mat?

    They would not mean the same thing to me.

    To step onto the mat means that the teacher wants the student, who is not now on the mat, to stand on the mat.

    To step to the mat suggests that the teacher wants the student to stand on the floor immediately adjacent to the mat, but not on the mat itself.
