'on top of this' they have an old mentality ....

I came across a sentence:

'The management team members are not qualified enough to manage the business and lead people to work. On top of this, they have an old mentality that resists every try to change the company’s style or situation.'

I don't quite understand what 'on top of this' means here, and I can't find a satisfactory explanation in the dictionary. I searched 'on top of this' at Google, and I got several sentence, and they seem to have different meanings.

Could someone explain a little bit for me? Thanks in advance!:)
