on vs. when it comes to

XMart is cheaper on bags than ZMart.

Can on replace when it comes to in contexts like this? If not, what is the correct preposition to use?

    To me, when it comes to has different meaning from on. But we'd better wait for native speakers.

    Can 'when it comes to' be an alternative to 'for'?

    Ex.
    XMart is cheaper when it comes to/for bags than ZMart.
    XMart is cheap when it comes to/for bags.

    So, the sentence would go like -

    XMart is cheaper when it comes to bags/where bags are concerned.
