    Hi everyone, :)
I have to write a paper in English and I have no idea how to translate "Orden del 23 de abril de 1941". It was the law thanks to which the Franco regime made it compulsory to dub every movie to be broadcast in Spain.

    Thank you.

Why not just something like this:

"The Franco regime decreed the 'Orden del 23 de abril de 1941' (Order of April 23, 1941) which made it compulsory to bla bla bla..."

Depending on date format (I used the US form) it could be 'Order of 23 April 1941' etc.
