organized in secret stand-alone cells

The quotation comes from

Quotation: The Gulenists were organized in secret stand-alone cells, as if they were revolutionaries. They helped each other gain influence by rigging state exams and fixing promotions. In the government’s telling, those who infiltrated the army lay low for years, pretending to be secular, by drinking alcohol and letting their wives uncover their hair.
Hi everyone! I take the bold part as 'organized in secret independent groups" and then fail to make it clearer. "in" here confuses me. How to figure out it?

:D Thanks. I understand "children placed in lines, soldiers drawn up in squares..." but struggle with "Revolutionaries organised in groups".

Does it mean "Revolutionaries put together as group A, group B, group C rather than individual A, individual B, individual C..."?
