OSHA (transliteration)

I am trying to transliterate the acronym "OSHA" into Arabic. The sound in English is oo-sha. Can I use اوشا or does there have to be a ء over the ا at the start of the word, as in أوشا. I recall reading somewhere that the ء can be dropped from an ا in MSA without affecting the meaning.

Some publishers/writers treat the hamza as optional but to please the maximum number of people it's always safer to include it.

I omit hamzas freely in my transcriptions of foreign words. I don't know if that fits prescriptive grammars, anyway.
