I would not say that in case of cells, I think I'd use "not available at the moment" or something like that.

Sì, out of reach anche vuol dire irragguingabile ma solo per il momento. Quindi non so io se irraggiungabile è una cosa definito. Si usa cosi: vado in vacanza, sarò out of reach per 2 settimane. Quindi vuol dire non mi troverai per 2 settimani. Se the cell is out of reach vuol dire non funziona, perché non ha servizio.

Not necessarily. Out of reach simply means it can't be reached, it's inaccessible. It becomes temporarily unreachable if you add the appropriate modifier or make that obvious in the context.
