Outreach measures

Hello,

I was wondering about the correct expression here: I am talking about measures undertaken by NGOs to help local communities in developing countries to reach sustainable development. So these NGOs are helping through education, financing, techniques (in agriculture, environmental conservation, etc). So how would you call these measures? "outreach measures"? if my guess is correct, do I have to say that it is towards local communities or the word "outreach" already implies it?

    It is usually used, e.g. "Help is provided in these areas via NGO's community outreach projects."

    Yes, do use communities (or whoever it is); "outreach" needs to be qualified for clarity.
