partly to mostly cloudy

Hello everyone.

what does it mean when you say "partly to mostly cloudy skies"?

that it will start partly cloudy and become mostly cloudy as time goes by?

Or does it mean "there are partly cloudy areas and mostly cloudy areas"?

    I get it now. Both adverbs - "partly" and "mostly" - modify "cloudy". The whole thing means "Varying from partly cloudy to mostly cloudy ..."
    Thanks. I thought it meant the sky is getting more and more cloudy as time went by. I was wrong. thank you.
