Hello.

Do you say "open a party," or "open up a party" for "have/give/hold a party?

It is kind of her to have / open / open up a party for us.

    In my world, if someone was going to have a party for me, I'd say:

    "It's kind of her to throw me a party" (this is a standard, very common colloquialism) OR
    "It's kind of her to hold/host/give a party for me"

    "Open" simply would not be used.
