...parvenue à s'éloigner du plancher.... = ... reached what?

The sentence in the original text is
La devise européenne n'est pas vraiment parvenue à s'éloigner du plancher de 0,90 dollar
I guess it means somethign along the lines of "The European currency hasn't truly reached du plancher of $0.90"... but the only form of 'plancher' I can find which I believe would make sense is informal... and in a text talking about how the rate of inflation affects countries in the Eurozone, that doesn't seem right to me.

Please help!
