In 1930s, “At school during a period of hardship in Berlin, when he had to pay 840,000 marks for a packet of cotton wool when sent on an errand by his mother.”
Q: Mother asked somebody to send the cotton to his son in school, and he had to pay the errand man for his service? See context above.

    The boy was sent on an errand by his mum. There is no errand man. The boy paid DM840,000 for the cotton wool.

    As nat says. :)

    "At school" here simply shows us that he was a schoolboy at that time. It doesn't mean that he was away at school and his mother was in another place.
