Detective Catherine, broke into the suspects’ house and found the missing painting from the museum, and later found it was forged and she later asked the suspect who is known as billionaire Thomas Crown a question:

Thomas Crown: You think you're just inches away.
Catherine: l am inches away. You think l'm just gonna peck at crumbs you lay out? l can smell blood on my own.

What is the meaning of "peck at crumbs"?

    English - England
You have not given enough context - it is a rhetorical question:
to peck at crumbs means "to accept such a small amount [of something]"
