As of year-end 2015, KSA had SAR 320 billion of sovereign debt outstanding, consisting of 79% SAR-denominated and 21% USD-denominated bonds, Sukuk, and loans, with tenors from 5 to 30 years, at an Average Time-to-Maturity (ATM) of 8.3 years. About 67% of the debt value is in fixed-rate instruments, and 33% in floating-rate instruments. KSA is an investment-grade issuer with an A1/A+ credit rating and a 15% debt-to-GDP ratio, a conservative level compared to the 56% peer average.

What does "peer average" mean please?
