peer out vs peek

Daniel: "Last year, mandate was for cuffs to be peering out from jackets. At Mark Jacobs' preview last night, suddently they're peeking instead. Can you believe it?" (Ugly Betty)

I think "peer out" and "peek" means the same thing in this context. What do you think?

    I think in this context it would mean the difference between the degree of visibility of the cuffs between last year and last night. I would assume that peer out is more visible than peek out, but knowing that this is coming from Ugly Betty and its a comment from Fashion world I would hope this is a satirical take on how pretentious fasionistas could be.
