Penguins live on/in the polar ice

Hi there! I have a doubt....Which one is correct?
Penguins live ON the polar ice or live IN the polar ice?

    Referring to Practical English Usage (81), "On is used for position on a surface.
    There's a big spider on the ceiling."

    An example of something living inside of something else: Deer live in the woods

    Hi there! I have a doubt question: Which one is correct?
    Penguins live ON the polar ice or live IN the polar ice?
    "In" would suggest that the penguins are frozen inside the ice, or live inside ice caves. Therefore, it has to be "on." However, we can say that they live in an icy world, in Antarctica, in an extremely cold place, etc.
