People talk a big game

I was watching a Gary Vaynerchuck video on youtube and he said this sentence:

People talk a big game – ‘Garry V, you’re going to buy the Jets, I’m going to buy the Rams’.

I just want to be sure: does it have a depreciating meaning, i.e., "people talk too much and do nothing," or does it purely mean "people talk about achieving great things," and not implying anything beyond that?
