pico y palo

In my readings in Spanish I came across the phrase "pico y palo" for which I have been unable to find a translation. Regrettably I am unable now to provide any context for the phrase. If I had to venture a guess as to its meaning, I would say "hammer and tong."

Any possible translation or insight into its meaning would be appreciated.

    Given that the source of the phrase was either a novel or an edition of El País, I think the metaphorical translation of "through hard work" seems to be appropriate.
