Does the above sentence mean "Attendance was poort at the company gathering due to the hot weather"?

    Yes, I think ssh has identified the intended meaning. I find the sentence irritatingly hyperbolic though: the word "havoc" is literally an order for an army to loot, ransack, rape and pillage a defeated city.
