plug the gap

Hi all, I'm wondering if anyone knows if there is a spanish translation for this english phrase...

It refers to something that is able to cover certain areas, or achieve certain things, that another thing is unable to do. It goes a little something like this:

"The voluntary market is able to plug some of the gaps left by the regulated market by paying out for projects that wouldn't be allowed normally"
"Foreign doctors are plugging the gaps in national recruitment"
