policy conviction

Does anyone knows what does 'policy conviction' means? I have googled it but I still have no clue. Here is the context:

‘So what do you think about the current state of federal
politics?’ I ask. ‘Do you think there’s a lack of policy
conviction?’

    At a guess: the degree to which the people who administer the policy believe in it. (are convinced of it)
